I am making a complex monitoring configuration change. Is there any guidance about how to complete these changes?
This FAQ is intended to provide a guide for users to follow when implementing monitoring plan (MP) unit/stack configuration changes using the ECMPS Client Tool. Using the example described below, this document will describe the needed changes step by step and provide guidance on the reporting of start and stop dates for unit/stack associations, methods, systems, and components. As part of this review, the user may identify potential problem areas where it may be necessary to contact EPA for further assistance in determining dates or resolving critical evaluation errors.
Example:
A facility began the 2009 reporting year with five units (labeled 1, 2, 3, 4, and 5) emitting through a common stack designated CS001. Over the course of four reporting quarters the facility retired the CS001 stack, units 3, 4, and 5 began emitting through a new stack designated CS035, and units 1 and 2 began emitting through a new stack designated CS012. No bypass stacks are present and all changes were completed within the 2009 reporting year.

2009 Q1

- Stack CS035 is added to the monitoring plan with a begin date of 04/01/2009.
- All necessary supporting information for stack CS035, such as methods, systems, components, spans, etc., are entered with at start date of 04/01/2009.
- Monitoring plan changes needed for the units are shown in the table below:

2009 Q4
- Stack CS012 is added to the monitoring plan with a begin date of 10/19/2009.
- All necessary supporting information for stack CS012, such as methods, systems, components, spans, etc., are entered with a start date of 10/19/2009.
- Monitoring plan changes needed for the units are shown in the table below:

Additional Considerations
To calculate the Year-To-Date (YTD) and Current Reporting Period Totals at the unit level, add the parameter values apportioned to the unit from the common stack(s) to the unit monitor level parameter totals to arrive at the summary values. For example, if a unit begins the quarter attached to a common stack with heat input apportionment and transitions to a single unit stack configuration with monitored heat input during the quarter, calculate the heat input total for the current reporting period by adding any heat input apportioned to the unit from the common stack to the unit level monitored heat input value.
